Casino Regina is playing the cards it is dealt during the COVID-19 pandemic.

After consulting with provincial health authorities, Casino Regina as well as Casino Moose Jaw were cleared to reopen a limited number of live gaming tables on Thursday for the first time since the pandemic lockdown began.

The two Crown properties — both of which fall under the jurisdiction of SaskGaming — closed their doors in mid-March before reopening on July 9 . That included powering up every third slot machine to allow for social distancing.

The addition of table games is another sign of progress toward the eventual goal of returning to business as usual — if there is such a thing anymore.

'This is a small step toward getting some of those services back and running,' said Shanna Schulhauser, director of communications for SaskGaming.

'It's always great when we can add additional services and recall a few additional employees from temporary layoffs.'

When the doors closed in March, 549 employees were laid off in Regina and Moose Jaw . About 250 of them were brought back for the initial reopen and 35 more joined the list this week due to expanded services.

The additions were made in compliance with recently updated casino and bingo hall guidelines in the Re-open Saskatchewan Plan.

There's a maximum of three guests per table, with each person required to use hand sanitizer and wear a mask.

Masks are encouraged for all guests but it's only mandatory at the tables and for staff.

In order to limit the risk of viral contact spreading, all bets at the tables are placed by dealers after receiving verbal commands or hand signals.

Guests are not permitted to handle cards or chips, which is also the reason why poker tables remain closed.

No food or beverages are allowed at the tables and plexiglass barriers have been installed between the dealers and guests. Spectators are not permitted to congregate at the tables.

'We're taking our guidance from the chief medical health officer,' Schulhauser explained. 'We're making sure we're adhering to everything that they are telling us with respect to bringing services back online.'

In its first-quarter report for the fiscal year beginning on April 1, SaskGaming reported a net loss of $9.3 million and an estimated loss of $30 million in revenue .

That occurred while the doors were closed.

The next quarterly report is due out sometime this month, which will show revenues/losses since the casinos reopened.

Regina's max capacity has been set at 250 people.

'Guest demand since we reopened on July 9 has been steady,' Schulhauser noted. 'Our capacity limits at both properties have been reached several times.'

However, there remains no sign of activity in the show lounges. Concerts that usually fill the calendar and bring in guests from around the province remain on pause due to indoor gathering restrictions.

'Right now we aren't looking to reopen the show lounge at least until some point probably in the middle of next year,' Schulhauser added. 'The same thing with our restaurant. We have limited food and beverage services right now but our restaurant probably won't be reopening until some time in the new year as well.'

Casino Regina is located in downtown Regina's historic Union Station. Designated as a heritage site in 1991, the building served as Regina's train station from 1912 until 1990, when passenger rail service to Regina ended. Now, open to the public seven days a week for 20 hours of the day, it is a building that rarely sleeps. We divided the project into 24 phases to keep as much of the casino open and operational as possible. This behind-the-scenes work occurred during off-peak hours to minimize disruption to staff and customers.

With functionality and durability of products top-of-mind for Casino Regina, we sourced items locally and worked closely with the casino's head of building maintenance to provide alternative constructability, product options and ideas for value engineering. Modeling and 3D scans helped improve the casino's as-built documents and current maintenance operations.
